Question #3

Question: How would you prioritize the city's spending and why?

Answer:  This question isn't a simple question of prioritizing all of the cities expenses against each other. For example, water is an "enterprise fund" which means it's a budget in of itself and must be self-sustaining. We also have many state requirements that can affect our water budget. Never the less, the producing, distribution and safety of water is a high priority budget item.

For budget items that compete directly against each other I believe we need to prioritize based on the health, safety and welfare of our residents.

In jest I stated that the road in front of my house is the worst road in the city. Of course it's not but naturally we focus on those things that affect us most and sometimes overlook the bigger picture. I would certainly want your input to help prioritize the budget because you have far more intimate knowledge of those things nearest you.
