Answer: Yes if it needs to be funded as stated in the question. However there seems to be a more systemic problem at the root of this question. I do not believe any project should be started without fully funding it BEFORE it's started. If a new project requires funds beyond what is currently available then we should look at every alternative before raising taxes.
It would be misleading for me to answer no to this question. A city with projects that remain incomplete and no funding to complete them isn't where I want to call home. We can be more responsible than that.
